An applicant must meet all of the following criteria:

1. Be above the age of 18
2. Is currently a full-time undergraduate or graduate student of one of the following universities

• University of Illinois Urbana-Champaign
• University of Hawaii
• Duke University
• University of Michigan-Ann Arbor, UM
• The University of Auckland
• University of Washington, UW
• University of Liverpool

3. does not have a R.O.C. citizenship and does not possess an overseas Chinese student status at the time of their application
4. Is not currently a registered student at a Mandarin training center, nor has been a degree-seeking student at any university or college in Taiwan
5. Is not an exchange student in accordance with an agreement of collaboration between an international university/college and an educational institution in Taiwan
6. Is not simultaneously a recipient of any other scholarship or subsidy offered by other government agency or any other educational institutions in Taiwan
