I. Basis

This announcement is issued in accordance with the “National Tsing Hua University Regulations Governing the Selection of Outbound Exchange Students” and the “National Tsing Hua University Regulations Governing the Selection of Scholarships for Outbound Exchange Students.”

II. Application Period

September 3 to October 8, 2026, by 4:00 p.m. (Departments/institutes may reserve time for compiling application materials. Please refer to the announcement of your department/institute for the exact deadline.)

III. Eligibility for Exchange Student Application

• Current NTHU students: Undergraduate students in their second year or above; master’s students in their first year or above; and doctoral students in their first year or above. Applicants must remain enrolled at NTHU both at the time of application and during the exchange period, and their degree status must remain the same.
• Academic performance: The average GPA for the previous academic year (the previous two semesters) must be at least 3.20, or the student must rank within the top 50% of the class. Students applying for a scholarship must have an average GPA of at least 3.40 or rank within the top 20% of the class.
• Language proficiency certificate (submit a photocopy only; originals will not be accepted): Applicants must meet at least TOEFL iBT 79 / new TOEFL iBT scale 4.0 (MyBest Scores are not accepted) / IELTS 6.0 (Academic), or demonstrate proficiency in another foreign language such as Japanese, French, Spanish, or German. TOEIC, GEPT, and GRE are not accepted. Please refer to the announcement on the Foreign Language Proficiency Standards for Exchange Student Selection.

Language test results not listed in the standards, including the Duolingo English Test and GEPT, will not be accepted. These language requirements are NTHU’s internal standards. If a partner university has higher requirements, students must meet the partner university’s standards in order to apply and select that university as a preference.

IV. Exchange Student Scholarship Information

(A) Outbound Exchange Student Scholarship

• Applicants must be currently enrolled NTHU students. Students enrolled in in-service programs and in-service students are not eligible to apply.
•  Applicants must be second-year undergraduate students or above. Their average GPA for the previous academic year (the previous two semesters; Fall and Spring semesters of Academic Year 2024/25 as stated in the source document) must be at least 3.40, or they must rank within the top 20% of their class or department (based on the average ranking of the previous two semesters).
• Applicants must hold NTHU short-term exchange student status, participate in an overseas exchange (excluding Mainland China, Hong Kong, and Macao) for at least one semester, and take credit-bearing courses.

(B) Scholarship Categories and Amounts

     1. Outbound Exchange Student Scholarship (Category A: General):

• NT$15,000 per student per month, for a maximum of five months.
• The number of funded months and scholarship recipients will be determined by the review committee.

     2. Outbound Exchange Student Scholarship (Category B: Designated Countries):

• New Southbound Policy countries and Central/South American countries: New Southbound Policy countries include Indonesia, Vietnam, Brunei, Thailand, the Philippines, Malaysia, and India (excluding Singapore); Central/South American countries include Argentina, Brazil, Chile, Costa Rica, Peru, Mexico, and Ecuador. NT$30,000 per student per month, for a maximum of five months.
• Israel, Türkiye, Russia, Mongolia, and South Africa: NT$25,000 per student per month, for a maximum of five months.
• The number of funded months and scholarship recipients will be determined by the review committee.

(C) Scholarship places are limited. Applicants should carefully read the scholarship regulations and should not select the scholarship option if they are ineligible. Students are advised to select their preferred universities and exchange periods on the assumption that they may not receive funding. If students still intend to participate in the exchange at their own expense if they do not receive a scholarship, they must select the “willing to self-fund if no scholarship is awarded” option in both the online system and the application documents. Students who are unwilling to self-fund do not need to select this option.

V. Application Documents

In coordination with NTHU’s academic ranking schedule and the opening of the online application system, all applicants must submit their application documents to their department/institute between September 22 and October 7, 2026 (subject to the deadline set by each department/institute).

• 2027 Fall / 2028 Spring Outbound Exchange Student Application Form (available on the Office of Global Affairs website under Exchange Program > Outbound Exchange Program > Overseas Partner University Exchange Application Information > Downloadable Forms and Relevant Documents).
• Original complete academic transcript: Undergraduate students must submit a transcript including class or department ranking. First-year master’s students must submit their complete undergraduate transcript; first-year doctoral students must submit their complete master’s transcript. Grades must include the Spring semester of Academic Year 2025/26. It is recommended that students apply for the transcript after the third week of the Fall 2026 semester.
• Study Plan Abroad (Chinese is acceptable). If selecting two universities, students must prepare two course/study plans; if selecting ten universities, ten course/study plans are required. Students must also confirm the exchange period for each preference, and so forth.
• A valid language proficiency certificate issued within the past two years (dated on or after October 1, 2024). This is a required document; an application with this document missing will be considered invalid.
• Photocopy of both sides of the national ID card (international students/overseas Chinese students: passport; Mainland Chinese students: Taiwan Entry Permit).
• Photocopy of both sides of the NTHU student ID card.
• One recommendation letter from an academic advisor or thesis advisor (no prescribed format).
• Additional supporting materials for review.

VI. Supplementary Notes on Application Documents

• Chinese academic transcript: First-year graduate students must submit the transcript from their previous degree, including graduation ranking.
• Language proficiency certificates are subject to the “NTHU Foreign Language Proficiency Standards for Outbound Exchange Students.” If an applicant has already taken the test but has not yet received the official score report, a printout of the online score may be submitted temporarily. A photocopy of the official score report must be submitted by the designated deadline after the list of successful applicants is announced.
• Students from the Nanda Campus should convert percentage grades into letter grades. Please refer to the conversion table provided by the Division of Registration, Office of Academic Affairs.
• Selection of university preferences: The “Partner University List for Outbound Exchange Programs” on the NTHU Office of Global Affairs website is for reference only. Actual availability is subject to the partner university’s regulations for the relevant semester. Students must check the exchange program webpage of each partner university’s international office and confirm that they meet its language and academic requirements. Students should also select an appropriate program based on their academic background/major to reduce the risk of rejection by the partner university after nomination. In general, courses taught in English require English proficiency at B2 level or above. For courses taught in the local language, the recommended proficiency levels are Japanese JLPT N2 (for most universities), German B1 (for some universities), and French B1 or above.

VII. Application Procedure

(A) Stage 1 – Submission of Application Materials

• Paper application form: Download the “NTHU 2027 Fall / 2028 Spring Outbound Exchange Student Application Form” from the “Outbound Exchange Program” webpage of the NTHU Office of Global Affairs. Complete the form and attach all required supporting documents. Forms must be typed; handwritten applications will not be accepted.
• Online application: Log in to the NTHU Outbound Exchange Student Selection System (see the Outbound Exchange Program webpage for the link), complete the application information (excluding preference ranking), and click “Submit.” After submission, print the application form on A4 paper.
• By 4:00 p.m. on the application deadline, submit the printed online application and all paper application materials to your department/institute. Late or incomplete applications will not be accepted, and supplementary documents will not be accepted after the deadline.

(B) Stage 2 – Selection of University Preferences

After receiving notification of the college-level ranking, students must complete the first round of preference selection between November 3 and November 10, 2026, by 4:00 p.m. Log in again to the NTHU Outbound Exchange Student Selection System, rank up to 10 partner universities, and click “Submit.” No paper copy is required. Information regarding the second round of preference selection will be sent to students by email in mid-November.

VIII. NTHU Internal Selection Criteria and Preference Allocation

(A) Selection Criteria

The selection process consists of three stages: department/institute review, college-level review, and university-level review. Review committees will evaluate applicants based on their application materials, academic performance, and other relevant factors.

(B) Preference Allocation

• Allocation will be conducted according to students’ preference rankings. If a student selects a highly competitive university as the first preference (i.e., the number of applicants reaches or exceeds the available exchange places), the student is advised to avoid selecting other highly competitive universities for subsequent preferences, in order to reduce the risk of being unsuccessful and having to enter a second allocation round.
• Please note that once preferences have been submitted online, the ranking cannot be changed. If multiple students rank the same university at the same preference level, allocation will primarily take into account evaluation results and disciplinary balance. Students who are not allocated to that preference will automatically proceed to their next preference.

XI. Other Important Notes

    1. This program adopts a three-stage review process (department/institute, college, and university levels). Review committees will conduct a rigorous review at each stage, after which the final list of successful applicants and preference allocation results will be announced. If a student raises an objection to the results in a manner that affects the rights of others or disrupts university 

        administrative procedures, the Office of Global Affairs reserves the right to revoke the student’s exchange eligibility.

    2. The exchange periods covered by this selection are:

• Fall 2027
• Spring 2028
• Fall 2027 to Spring 2027. [Full Academic Year]

    3. This program is an internal NTHU selection process only. Students who pass the selection will become eligible for NTHU nomination to their allocated partner university and will be informed whether they are eligible for scholarship funding. Passing NTHU’s internal selection does not guarantee final admission by the overseas university. After nomination by the coordinator of the 

        Global Academic Cooperation Division, Office of Global Affairs, students must submit the required application materials to the partner university and wait for the partner university to complete its review and issue an official admission letter before exchange eligibility is confirmed. In other words, “nomination” marks the dividing point: before nomination, the process is NTHU’s internal

        selection; after nomination, the application enters the partner university’s review stage. NTHU exchange eligibility does not constitute admission by the partner university, and the final admission decision rests with that university. Students should therefore select preferences carefully according to their primary academic field and note the following:

• In addition to meeting NTHU’s language proficiency threshold, students must also meet any higher language requirements or third-language requirements imposed by the partner university before selecting that university as a preference.
• Before entering each preference, students must make sure that they are genuinely willing to attend that university. If a student intends to apply only to one specific university, it is recommended that only that university be entered as a preference; the allocation result will then be either “successfully allocated” or “unsuccessful.”

    4. Procedures after passing NTHU’s internal selection: Successful students should download the following documents from the Downloadable Forms and Relevant Documents section of the “Outbound Exchange Program” webpage: the “Exchange Student Agreement,” “Parental/Guardian Guarantee and Consent Form,” and “Scholarship Undertaking” (for scholarship recipients only).

        Completed documents must be submitted to the Global Academic Cooperation Division by the announced deadline. Students who decide to withdraw after passing the selection must complete and submit the “Declaration of Withdrawal.”

     5. Reminder regarding academic calendars and graduation planning: Academic calendars at overseas universities may differ from NTHU’s calendar. For example, the Fall semester in Japan may begin in October; students participating in a full-year exchange may not return until around the end of August of the following year, and transcripts from many partner universities may not be

         available until mid-September at the earliest. Graduating students may therefore face delayed graduation because they must complete NTHU requirements and wait for the partner university’s grades to be released; this is considered a normal consequence of exchange participation. Students must carefully check whether the partner university’s academic calendar conflicts with

         their future plans, such as further study, graduation, or employment. Master’s students should pay particular attention to the validity period of their oral examination eligibility and refer to the Division of Registration’s regulations concerning departure procedures for master’s students.

     6. In response to developments in the pandemic, governments or partner universities may adjust relevant policies, including last-minute cancellation or termination of the Fall 2026 / Spring 2027 exchange programs or a switch to online instruction. Such situations are common under pandemic conditions, and any resulting expenses, such as airfare or visa fees, must be borne by the

         student. Students are therefore advised to prepare alternative plans in addition to their Fall 2026 / Spring 2027 exchange plans, such as further study, graduation, or completion of required credits. If a student has delayed graduation because of exchange status and the reason for the exchange no longer exists (for example, if the program is cancelled), the student must graduate in

         that semester and may not further postpone the exchange period. [Years translated as stated in the source document.]
